1 - How do I get an image into one of the viewing panes so that I can model on it in such a way that when I zoom in or out the vertices are still on the same spot?

To load an image in the 3D window press SHIFT+F7 and "Load", then select your image.
To return to the 3D windows press SHIFT+F5.
If you are not happy with the result you can press SHIFT+F7 again and adjust the size and the transparency of the image (with the "Blend" slider).

2 - How can I permanently change the interface to my own

You can freely change the interface (eg. splitting windows, adding windows, etc), then hit CTRL+U and save the 'user defaults'. Next time you reset Blender, you will have the interface you saved.

Try moving the cursor to the bottom part of screen and pressing the minus - key on the numpad. this will shrink everything in the bottom window
